Judicial Department, entered March 2, 1990, which, in two consolidated proceedings pursuant to CPLR article 78 commenced in
the Appellate Division, (1) granted petitions to review a determination of respondent Commissioner of Labor finding that petitioners
had failed to pay prevailing wages and supplements to their workers on a public work project, and were liable for damages
and civil penalties, and (2) annulled the determination.
